Special Services

The Department of Special Services is dedicated to providing free appropriate public education for students with special needs. By addressing the diverse needs of students through these various programs and services, the Special Services Office plays a crucial role in fostering an inclusive and supportive learning environment within the Grandview C-4 School District.

The Special Services Office supports the following areas within the Grandview C-4 School District:
• Special Education Pre-School thru 12th grade
• Section 504
• English Language Learners
• Gifted learners-FOCUS and Program for Exceptionally Gifted Students
• Home-bound Service

IDEA is a federally –funded statute that requires a free and appropriate public education for students who meet eligibility in one or more of the 13 federal disability definitions.  The act has provisions for evaluation, placement, and an individualized education plan (IEP) for eligible students who require specially designed instruction provided by special education-certified personnel.  Procedural Safeguards for parents and the school district are a component of this act. 
 
The Grandview C-4 School District provides Special Education Services and maintains IEPs for eligible students.

Under the IDEA, these disabilities are categorized into the following areas:

  • Traumatic Brain Injury (TBI)

  • Speech/language impairment

  • Intellectual Disability

  • Visual Impairment

Section 504 of the Rehabilitation Act of 1973 prohibits discrimination against individuals with disabilities in any program or activity receiving federal funding. The Special Services Office oversees the implementation of Section 504 plans, which provide accommodations and support to students who have a disability that substantially limits a major life activity but may not require special education services.

ELL services are offered for those students who have immigrated and need to obtain English proficiency.
 
English-language learners are students who are unable to communicate fluently or learn effectively in English, who often come from non-English-speaking homes and backgrounds, and who typically require specialized or modified instruction in both the English language and in their academic courses.
Resources and support are made available to help these students reach their full potential as students.

The primary purpose of homebound instruction is to provide an education for those students who are unable to attend school due to a physical or mental illness. This program is available to students at all grade levels. Homebound instruction is not a substitute for regular school attendance, it does provide an opportunity for students to maintain some degree of contact with their teachers and enables them to continue to earn credits towards graduation. 
 
Qualifying for Homebound Instruction
To begin the process, parents/guardians who request homebound instruction must complete an application for homebound instruction, which can be obtained from your school building's counselor.  Section II of the form must be completed by the attending physician with the recommendation for the length of time the student will require homebound.  It is important to note that the school district makes the final determination of the total length of homebound services to be provided.
